Isaac Thomas Goodine was born in New Brunswick, Canada on 11 April 1932, the fifth of eleven children of Lewis Goodine and Beatrice Babineau.
He married Gloria Ann Whiting in 1981, having been previously married to Sandra Jean Campbell. He has three daughters, Darlene, Sharon, and Catherine, from his first marriage and one, Claudia, from his second marriage.
The first eight years of his education was in a one-room school and he was the first male to complete secondary school from his rural district.
He entered university on scholarships, graduating with a BSc from Mount Allison University in 1956. He holds a Certificate in Engineering and a B.Ed. He also holds Academic and Vocational Teacher's Licences from the New Brunswick Department of Education and completed the Militia Field Officer's Course at the Canadian Military Staff College. He has followed converging paths in his career that includes experience in military and diplomatic service.
Mr. Goodine's geographic experience covers some 65 countries. After serving in the Canadian Army he began his career in education at the New Brunswick Institute of Technology in 1961, serving as an Instructor, then as Vice Principal until 1966 when he became Principal.
In 1970, he became Founding Principal of the Zambia Institute of Technology and in 1973, served as Acting Director of Technical Education and Vocational Training for the Republic of Zambia until returning to Canada in late 1974.
From 1975-78 he served as Director and Founding Principal of the Kenya Technical Teachers College, in Nairobi. He was then recruited by the World Bank and assigned as a Technical Educator to work on projects in Africa, Europe and the Middle East over the next 10 years.
In 1988, he joined the Canadian Foreign Service and was posted as Senior Development Officer for the Canadian International Developmnt Agency in the Philippines, until 1991, when he was Selected as the Fifth Director of Colombo Plan Staff College serving 21 countries of the Asia- Pacific region and was assigned in 1992 to the Canadian High Commision in Barbados, and accredited to the Organization of Eastern Caribbean States as Senior Human Resource Development Specialist.
He retired from the International Public Service in 1994 and served as Managing Director of the Knowledge Development Institute, in Barbados, before resetteling in Canada in 1997.
